Active Session Timeouts shown in front end

This change makes this visible in the front end. This was previously not exposed to the user.

When a user logs into PRM a new countdown clock will be displayed next to the users name.  The clock will count down from 7 hours and 10 minutes.

When the session has reached 10 minutes prior to the end, the countdown clock will alternately turn red and appear to be flashing.

If the user does not log out and back in again, when the session comes to an end the user will automatically be logged out.

An warning will be shown when a session is due to expire due to inactivity.

New measure "is working towards any of x events"

You will now be able to specify event(s) and if an individual has any of them on the working towards tab then the condition should be satisfied.

Example user case is when an individual is going to start working towards a qualification, it is added to their working towards tab

Each qualification has around 3 exam activities which need to be passed before the event can be awarded.

Client wants the 3 exams to be assigned at the start of the process rather than having to manually assign each one through the menu/event report/comp plan.

To do this we need a policy to be recommended when the event is added to someone's working towards tab so they can apply the policy at the start and assign all 3 exams in one go
